6:30 Public Meeting Began

 

Call to Order---Chair Larsen. Chair Larsen makes statement with her pleasure in working with this council and relinquishes gavel to the new Chair David Taylor.

Councilmember Larrabee installs the new flag and the library will keep the old one.

Citizen Input –Pam Todd: Kearns Historian—

  1. Stated that on Dec /31/2011 artifacts from Kearns Memorial were removed and archived from 11:51 am to 4:50 pm on 5400 s and 4000 w (cannon corner). The artifacts never were out of site of council members as they are numbered, labeled and boxed. She also stated that the artifacts move will be recorded with Fort Douglas. The artifacts are under the care of KCC at this time.

  2. Read a letter from UDOT dated June/28/1979 that quote “ Kearns can put a historical monument with some conditions.” end quote.

  3. Read a letter. Quote “ Dear Mrs. Chairman and fellow council members please find a list below of costs incurred beyond the monies provided for the Vietnam Memorial and this community paid in advanced by myself Arlo James and hereby submit for reinvestment by the council.“

  4. Read a letter. “ The Kearns American Legion post 132 -- organized under the laws of the State of Utah, with its principal office at West Jordon, of the County of Salt Lake, guarantors hereby conveys warranties to the town of Kearns of Salt Lake County. In return for valuable consideration the ‘title and ownership’ of the following property's consisting of one (1) cannon, serial number 1951995A, three inch field US model 1904 and one (1) flagpole subject to the conditions stated here in, should the town of Kearns at a future date decide to diverse their interest in the cannon or flagpole both the title and ownership of said flagpole and said cannon shall revert back to the Kearns American Legion.”

  5. Pam stated that all items on the corner belong to the care of council except the lions club sign.

Chair Taylor asked if she was handing over the papers. Her reply was these letters are yours.

Fred Mason---past Commander of American Legion post 132 and State Commander stated that he is concerned that the post can transfer ownership of the cannon because it is owned by tradock. There is no transferring, it is the same thing as our rifles that we have. We cannot give then to another post without tradock permission. I do not see a letter of permission from tradock.

It does not bother him that council or Kearns would have ownership of them but it does bother him that something that was done, might be illegal. He does not know how to solve that one he stated that tradock owns all of that kind of stuff. Chair Taylor stated we will discuss that matter under ‘unfinished business’.

Chester Avery--American Legion Post 132---

  1. Asked who took the plaques and what kind of condition are they in? He also stated that the memorial plaques were taken from was destroyed. Chair Taylor stated we will discuss that matter in the ‘unfinished business’.

  2. Asked if a decision had been made as to where the cannon was going? Chair Taylor stated that council had voted on it going on County property Oquirrh Park. Council was waiting for agreement and formal documentation from the County.

  3. Asked about the moving company and deadline. Chair Taylor answered we are waiting to hear from mike at IRH on asked questions and contract.


Public Reports:

Mayor’s Office—Michelle Schmidt

  1. Michelle is still involved with 5400 s project.

  2. Michelle introduces Beth Graham as new Mayor liaison. Beth has been with the Mayor’s office since May, in the Public Works Dept.

Councilmember Brennan arrives 6:56 pm

Westside Representative—Greg Schulz—referred to Ryan Perry

  1. Ryan stated that the UPD board has formed a committee that consisted of Mayor Peter Carroon, Mike Jenson, Jim Bradley, Paula Larsen, Star Campbell, to get public input from citizens. Ryan stated that the committee was formed during Council elections and that he asked Paula Larson to be on committee. Chair Taylor stated that would be fine and deferred that position to Councilmember Larsen. He stated with is type of deputy Chief of Police model, the citizens would have more input rather than a sheriff appointing a Captain for the Kearns/Magna area.

  2. Ryan stated that the futures of salt lake county committee.

a- Is a short term committee.

b- Is not discussing wall to wall cities.

c- Incorporation will not be forced from committee.

d- Discussion on how to make the municipalities work better on regional services such as hazard materials and bomb squad.

Greg Schulz

  1. Stated that January 21/2012 from 7:30 am to 2:30 pm --ACCT training at Salt Lake County bldg. 2100 south State Street in north atrium.

  2. ACCT will be electing officers.


UPD—CPT. Fassett

  1. Received calls on vandalism at memorial sight but were treated as none-service calls do to the councils pre-advised of work being done on memorial.

  2. Trespassing on removed homes site will be looked into for metal detectors on site with UDOT he did not think there was any criminal intent. Councilmember Larsen stated that UDOT had advised her that they did not want anybody on the properties.

  3. There was a shooting in Kearns and a suspect was immediately arrested after, no fatality.

  4. He stated that this was a safe New Year and they had extra officers on duty.

  5. The benevolent program had collected $700.00.


UFACHIEF Royce Haakenson

  1. Has information for Councilman Markus on CERT equipment from emergency management team and health dept for disaster stash and will get with him later.

  2. He stated no more training on homes being removed.


Kearns Youth Council: Nancy Gomez

  1. Wishes everybody a happy new year.

  2. Samantha Butterfield will become an adviser to the Kearns Youth Council.


Committee Reports:

Councilmember Butterfield informed the Council that Kearns did not get the community garden selection from the county this year.

Motion: Councilmember Snow/sec--To give a favorable recommendation to Salt Lake County Planning/Zoning on FILE# 26610 electrical plan best practices. Vote [7] yes [0] no [1] abs, motion Passed.

Chair Taylor will end last year finances at Executive meeting and is waiting for some last receipts and grant forms. He will also appoint a new Treasurer at that time.

Councilman Markus arrives 7:30

Unfinished business:

Cannon Update--- Councilmember Snow--

  1. Stated that we were still waiting for a contract and some questions answered from IRH and also the time and date of moving.

  2. UDOT has offered Council $3000.00 for the moving of cannon/flagpole/marble Vietnam Memorial along with new pedestal (for Cannon). They will not pay for any storage.

  3. We would not be serving the people of Kearns good if we did not have these thing in place.

Councilmember Larsen

  1. Stated in the past when talking to Mike at IRH that he is a good guy and is sure he will come through for us. She will try to contact him tomorrow. Other bids for the project were $24000.00 and $16,316.00. IRH will do it for free out of respect for the veterans of Kearns and all armed forces.

  2. Motion- Councilmember Larsen/sec--To go with Intermountain Rigging and Heavy Haul for Cannon removal and storage on condition of contract and other questions to be answered by IRH. Vote [7] yes [0] no [1] abs motion Passed.

  1. Councilmember Larsen will e-mail UDOT on the moving company selected and cannon in Oquirrh Park selection.

Helen James states that the cannon and flagpole were rebuilt by the National Guard and the plaques should be placed on the new cannon pedestal. She gave Councilmember Larsen permission to store Lions Club plaque.

Councilmember Peterson asked that the minutes reflect on who took the plaques off memorials, what kind of condition they are in and where they are at. Council members Markus and Snow stated that they removed the plaques. They were photographed, documented, numbered, bubble wrapped, put in plastic bags and boxed. They are now in the KCC storage unit. Councilmember Peterson also asked what gave them the right to take other people’s property. Councilmember Markus stated that he was asked by Chair Larsen/Vice-Chair Snow for help. The only plaque not under the care of the Council is the Lions Club plaque and Councilmember Larsen was asked by Helen James to take care of it.

Motion--Councilmember Helsten/sec--To extend meeting 20 minutes. Vote [8] yes [0] no [0] abs motion Passed.

Councilmember Markus gives Chair Taylor the new box of KCC pins.

Councilmember Snow states that we are all working for the same goal to have a bigger and better Veterans memorial for people to take their families to and enjoy.

Councilmember Larsen states that she has reserved the Library up to March 20th except for Feb 7th. We will need to find a place for that date's meeting. Chair Taylor will let public know where meeting will take place.

Councilmember Peterson asked about the minutes from Dec/12/2011 Workshop Concerning partnership with Fire/Water/Ice--home town night-World Cup etc-- do we just give them money or do they have to ask for it?

Councilmember Larson stated that these are long term partnerships and Council had voted to have them ’Line itemed’. The Council will look at them each year.

Chair Taylor will look at letter for the League of Cities and get back with Council.

New Businesses

1- American Cancer Society/magna business, moved to Executive meeting.

2- Excuse Council members Markus and Snow from next meeting Jan 17 2012. They will be out of the country.
