Councilmember Kevin Lundy presented information on Divorce classes available to the public.
Citizen Input:
Caroline Milstein: Is concerned about victims’ rights.

Public Reports:
County Mayor report--Megan Hillyard- excused.
West side Rep.--Greg Schulz- Public Works Forum is July 15 6:30pm to 9:30pm County Bldg.
Skate Park Grand Opening July 19 at 1130am.
Northwest Friends give us a “Thank You” for 4th of July 100th year celebration.
Brent Sheets-- Appreciation of Fire, Water and Ice-Fireworks and other things were donated from the Kearns Community Council Funds.
Steve Cook-- Thanks the council for support and is appreciative of the efforts of the council to coordinate the parade and other events with the Fire, Water and Ice. The community enjoys the fireworks and thanks the council for their generous donation. There is a package set up with council logo to present to community as well as other sponsors. He has 50 family passes for the council as well as sponsor shirts they are donating and flyers for the FWI to give to community. States this is a great opportunity for the community to come together.
UPD-- Not available
UFA-- Royce Haakenson- Bike rodeo was postponed due to weather. It is rescheduled for Aug 14. They have 25-50 helmets for the community. UFA will be present at the opening of the skate park as a pre-cursor to the bike rodeo. Park and Rec- Would like to donate and give away skate helmets at the skate park event. If there are any questions, email Royce and he will follow up.
Red Cross--Andrea Boone- There was an EDITH (exit drill in the home) fire in Kearns and participants had trouble getting out. Everyone should have two (2) ways of exit in case of emergency. 1) Should be a normal exit. 2) Have an emergency plan for exit. Decide on a meeting place.

Lodestone Park 6200 S 6105 W - Angelo Calacino went over phase 1 of Kearns. Presented master plan and has made application to county for 62 acres- have had several meetings-- have 3 concepts-- plans consolidated to current plan-- splash pad; adventure playground; volleyball; basketball; 2 restrooms; pavilions; meadow area and sledding hill-- multiple use dog park; disc Frisbee; softball athletic field. This will be a neighborhood park. SLCo will design and maintain-- West Valley has donated money. Councilmember Taylor asked if there would be a road put in at this time. The answer was “no” the project will start with a walk path. Mr. Calacino wants approval from the council to go forward with master plan.
Councilmember Kent Marcus made a motion to accept the proposal of the master plan as presented and we will reassess if significant changes are made to master plan. A unanimous vote in the affirmative.
Committee Reports:
Councilmember Kevin Lundy- gave a report on the Pilgrim Baptist Church
Councilmember Kevin Lundy- reported on the Float Base: Gines did some maintenance; plug wires, topped off fluids. The theme for the float will have a skate park theme. We would like to have the float ready for the Hometown Parade. Other parades to enter the float in will be the Homecoming Parade, Veterans Parade and the Chamber West. Questions raised were: Is there time to put the float together? How much would it cost? It was thought that for $1000-1500 and with the incorporation of other free materials that the completion of the float would be viable. Councilmember Brett Helsten motioned to spend up to $1500 for the reconstruction of float for the community council. Vote was unanimous in the affirmative.
Treasurer Councilmember David Taylor: Report is ready for 2nd quarter audit. Jill Young, webmaster, has been paid. Financial report was handed out to all council members and Councilmember Taylor went through budget item by item. Councilmember Helsten made a motion to approve 2nd quarter financials. Councilmember Kent Marcus made the 2nd and the motion passed unanimously in the affirmative. Chair Paula Larsen reported receiving $8,114.00 from the county revolving funds. This money was put into the administrative account and the council will line-item its use of those funds. Councilmember Kevin Lundy requested a payout of $35.88 from the administrative funds for something.
ACCT report: Councilmember Kathy Larrabee reported and gave to Councilmember Lundy and other council members the Fall Vouchers for cleanup in the months Oct 15 - Nov 15 (see attached).
Community Involvement- Chair Paula Larsen announced that the Hometown Night will be held Aug 6. The theme will be Beach Party @ Cabana.
Unfinished Business:
Councilmember Kevin Lundy asked to have the vote for two (2) canopies ratified. The vote was unanimous in the affirmative.
Municipal Priorities of the Council was tabled to a future meeting.
KCC Election Officer- Chair Paula Larsen will assign this duty at the executive meeting July 20, 2010 meeting.
The time is now 8:00pm and a call for extending the meeting was motioned and passed to 8:15pm
New Business:
Special Funds Request- Councilmember Kent Marcus made a motion for up to $750.00 be approved for CERT training @ $15pp. That will be half of the enrollment fee up to 50 citizens. Motion was approved in the affirmative.
Councilmember Kent Marcus asked if the council would consider a donation to the Kearns Crime Prevention Association (KCPA) of $1000. He was asked to fill out a special funds request form and submit it to the council.
