Call To Order---Meeting
called to order by Kevin Lundy, Chairman.
Pledge Of
Allegiance---Keith Ross, Boy Scout Troop 246
Roll Call Of
Members---Eight council members in attendance, one excused, as
listed above.
Minutes---Kevin
announced that the executive minutes of 2-21-06 were reviewed and
approved as written and corrected, in executive meeting.
***Motion
made by TJ that the public minutes of 2-21-06 be approved as written
and corrected. 2nd by Chuck.
Kevin called for vote. 8
yes, 0 no, 0 abstain. Motion passed.
Sheriff’s
Report---COP Deputy Evan Mallas and COP Deputy Levi Hughes were
available to answer any questions from those in attendance.
Stated
that the sheriff office will have a small office for enforcement to
work out of at the Kearns Oquirrh Park Fitness Center.
Tentative
date to open is 4-1-06. Paula stated she has noticed that the
sheriff office has been running speed enforcement on 5400 south.
Debby stated that she has noticed along with others that the youth
violence and truancy has increased around Jefferson Jr. High School.
Asked if extra patrols could be put in place.
Correspondence Folder---Reviewed by all council members.
Treasurer’s
Report---Treasurer TJ stated that treasury balance is $7122.35.
This reflects expenses of ?????? and income of
??????
He will get ending fiscal year 2005 report to
county.
Council agreed that treasury report would take place once a
month on the first meeting of each month.
County Report---Jackie Murphy thanked the council for working together with Magna to host the Mayor’s town meeting on underage drinking.
Committee Reports---
Community Involvement—Paula announced that council
member Al Peterson passed the state parliamentarian test with 100%.
Stated that the council has one more plus on it now that Al is a
recognized state parliamentarian. Congratulations Al.
Read
announcements as listed on agenda. Mentioned Miss Kearns Pageant as
4-7-06 7:00 PM Kearns High School Auditorium.
Planning and
Zoning---Chuck stated that there would be a public county
council meeting on the Entheos School at their next meeting.
The
county council will hear public input 10 minutes before they take a
vote to approve or disapprove the schools plan.
Several residents in
attendance voiced their approval of this school and that it be
located in the Kearns community.
***Motion made by
Al to
support and approve the plan for the Entheos school. 2nd
by Charles.
Chuck made an amendment to the motion as follows, “ I
move that we as the Kearns Community Council write a resolution of
support
for the construction of the Entheos with consideration to be
given to the conclusion given by Salt Lake County planning and zoning
traffic study”.
Jackie Murphy stated that the traffic survey was
done on 3-6-06. Survey just waiting to be typed up.
Kevin called
for vote on amendment. Chuck asked secretary Paula to read back
amendment, done. 2nd 0.
No second was made on amendment
therefore motion to amendment dies.
Kevin called for vote on
original motion made by Al. 8 votes yes, 0 votes no, 0 abstain.
Original motion passed.
Chuck stated by invitation only that there
would be a luncheon meeting at the Olympic Oval on 3-15-06 to discuss
bus route issues and
5600 West issues. Again by invitation only.
Unfinished
Business---Financial Oversite Committee---Kevin stated that he
has heard back from Doral Vance
and that he has accepted the
nomination to be placed on this committee.
Kevin asked this issue be
moved to the 4-4-06 meeting for further discussion.
UTA---Senator
Ed Mayne addressed the bus route schedules and stated that it is not
acceptable that UTA is leaving out any portion of the Kearns area.
He will plan on discussing it with them. Chuck gave follow up
comments to same.
Senator Ed Mayne took a few moments to give a
legislative update on what took place in the recently concluded
session.
He also thanked Kearns Historian Pam Todd for her help in
assisting him with the war dog issue.
With Pam’s information and
research Senator Mayne was able to present this issue to the senate.
Representative Jim Dunnigan asked for a few minutes to also give his
legislative update.
Stated that he and Senator Mayne sit on a couple
of the same committees, he in the house and Sen. Mayne in the Senate,
and work side by side very well to resolve issues.
It should be mentioned
here that the Council had expected to see a group from the U of U
concerned with Predatory Lending.
Sen. Mayne had come prepared to
speak to this also given that it is one of his pet issues.
That
group did not attend so this is tabled until the recontact the
Council.
New Business
