called to order by Kevin Lundy, Chairman.

Allegiance---Salt Lake County Sheriff Deputy Levi Hughes
Roll Call Of
Members---Eight council members in attendance, as listed above.
Minutes---Kevin
stated that executive minutes for 9-5-06 and the RDA meeting on
8-24-06 were approved in
executive meeting.
Sheriff’s
Report---Deputy Levi Hughes introduced Deputy Jason Deherrera as
the new roving COP officer for Kearns.
Deputy Herrera explained the
POP plan for the area in that Kearns will be divided into grids and
each grid will be assigned a case number.
Information will be passed
to all deputies so everyone is on the same page. Code enforcement
will hopefully be set up the same way.
Each grid will be hit twice a
year along with other county services. Kearns and Magna will be the
pilot “clean sweep” program for this.
Hopefully it will catch on
countywide.

Committee
Reports---Treasurer Report—TJ gave final report on
financials for Kearns Hometown Night event, as discussed in executive
report.
Planning
& Zoning---Kevin reported that business
Talofa Center was approved to extend hours at the Kearns Planning &
Zoning meeting.
They will re-visit it in 6 months to check up on any
violations of the conditional use permit.
KP&Z stated that the
applicant did comply with the guidelines of the conditional use
permit and
that there is no ordinance to do otherwise but approve.
Conditions were placed that they have a least 2 on site security
guards and Salt Lake County deputies outside.
Business owner Glade
Baldwin stated he could not understand why the extended hours because
he does not know anyone that would
take their family out somewhere
till 2:00 AM. Al also stated that Dave Price,
4140 West 5415 South Kearns was also approved at the KP&Z meeting
without conditions.
Glade Baldwin, owner, Apothecary West, #23169 located at 4188 West
5415 South Kearns,
was in attendance and answered questions from the
council and public regarding his request to extend the back of their
building and
add on an additional 750 square feet. Nearby business
owner of ABC Storage, Ken Jensen, spoke on support of this.
He
stated that the space being discussed in now just a mess and has no
opposition to allow the expansion.
“In fact, I welcome it”. Glade stated they hope to begin expansion
approx. January 07.
***Motion
by Al to approve Apothecary West request for
expansion without any conditions. 2nd by Charles.
Kevin
called for the vote. 8 votes yes, 0 votes no, 0 abstain. Motion
passed.
Education---Kelly
Colopy, Mayors Office, stated that
the after school programs are a success.
They have on average of 20
children attending with about 2/3 staying for the entire time.
Nicholina Womack is the coordinator and can be reached at 541-3528.
Right now it is a pilot program and only includes Kearns Jr. High
School. Charles as education chair stated he would follow up on.
UDOT---TJ reported that the 5400 South sidewalk project has finally been started. (Western Hills area)
Unfinished
Business---
ZAP KCC Advisory Committee For Skatepark---Paula
stated that there already is an advisory board put in place.
Cathy
Harding is the chair and has other committee members on board
including youth.
We need to wait till after the election to see if
voted for by citizens.
TJ stated he thought that the Rugby guy would
be a good one to have on the committee and Rick Leonard because he is
involved in soccer.
Council agreed will discuss after November
election.
Land
Use---Debby stated that this would need to be
tabled for now.
The person who wanted to address the council was
called away on a family emergency.
New
Business---
UTA---Robin Thomas, 4305 W. 5570 S. Kearns, stated she
was one of the oldest residents in Kearns and has a real concern for
the bus routes.
A lot of older people depend on the bus. They
should not be taking service away and against the re-routing on Misty
Way.
She stated one older lady was hit and killed by a car by the
post office because she was trying to get to a bus stop to far away.
William Smith, Randy, Gay, and Jennie Pope all spoke to the issue of
the buss’s on Misty Way stating that you hear them all night long
and
is impossible to get any sleep during the day for a night worker.
Concerns with children crossing the road, to many stops, seven days
a week running they don’t stop at the stop signs—only slow down,
and many more negative concerns. UTA personnel stated this is what
they wanted to hear and will take these comments into their future
plans.
They also stated a program already taking place in another
area of offering 15-passenger van to help transport elderly to where
they want to go.
They are very interested in coming to the table
with the community on this issue.
Announcements---Kevin
stated there would be no council meeting on 10-3-06. Instead there
will be a Kearns Meet The Candidate Night
that evening at the Utah
Olympic Oval. Other announcements read as on agenda and on back
table.
