Public Meeting // Tuesday October 17, 2006
7:00 PM Public Meeting Began
Call To Order---Meeting
called to order by Kevin Lundy, Chairman.
Pledge Of
Allegiance---Michael Sorensen, Boy Scout Troop 994
Roll Call Of
Members---Seven council members in attendance, as listed above.
Minutes---Kevin
stated that public minutes for 9-5-06 were approved in executive
meeting
and executive and public minutes for 9-19-06 were approved in
executive meeting.
Sheriff’s
Report---Deputy Levi Hughes and Deputy Bennett explained the POP
concept that is being implemented.
It has been a great success so
far. Also the “Clean Street” program is up and going.
They are
rattling some cages and enforcing some laws which it “bothering the
bad guys a bit”, but that is what the program is all about.
Deputy
Bennett is working with the Kearns Planning and Zoning board on
addressing business licenses and helping with business reform.
Debby
asked if the Talofa center was complying with the rules.
Deputy
Bennett stated they are and that he has been doing some outside
contracted security work there.
Rumba is doing ok so far and they
are working with them to establish a good working relationship.
County Report---Susan
Spicer from the Kearns Library reported that
Kent Johnson would be the new manger of the library.
They have
received 18 new computers, they are receiving good feedback regarding
the COP officers
and them helping out with security at the library,
and the after school programs are doing very well.
Stacee Adams,
County Liaison, stated the Mayors Open Door meeting would be held
this Thursday.
All those that come and sign up will be allowed 10
minutes to speak with the mayor. Come early because it is first come
first serve.
It will take place at 4:00 PM in the mayors office,
please arrive no later than 3:30 PM. HB40 is moving along well.
They have about 50 people that will attend the summit regarding this
on 10-23-06.
Anyone else who wishes to attend please call Stacee to
register. The county will be having a citizen lobbying class
upcoming.
She will let us know the dates. Early voting is now going
on.
ACCT Report---Kathy
stated that Jeff Water said ACCT is
purchasing 100 polling booths for the councils.
We can have some if
we want. Still working on a PA system for councils to use.
There is
only 20 months to conduct the HB40 survey.
Correspondence
Folder---None.
Committee
Reports
---Kevin reported on
HB40. Stating that we need to
get the word out to everyone and the survey.
ACCT is also concerned
that we need to get the word out on a very grass roots level.
Chuck stated his concern was that all those that will sit on a summit
committee for representation would be city representation.
We need
to make sure all the townships are there as well.
Planning &
Zoning---Chuck will take council’s approval to the Kearns
Planning & Zoning board for the Apothocary West expansion.
UDOT---TJ reported that
thanks to Sen. Ed Mayne and others the
sidewalks are beginning to be put in on 5400 South.
Also huge block
are being put in place for a retaining wall. He does not have an ETA
yet, but will follow up on.
Also he heard there might be a vinyl
fence put up.
RDA---Charles left
report of this to Kevin. Kevin stated the last RDA meeting was not well
attended.
Stacee
Adams, Phil Bernal, from the county was there along with Paula and
Charles from the council.
There were a few of the prominent business
owners there.
Discussion was mainly about ownership of roads in
warehouse area along with curb and gutters.
It is up to the business
owners, but Phil suggested perhaps they could become their own
special service district.
He stated that the business owners would
possibly have to make all the improvements to the roads themselves
and then deed them back to the county.
Greg stated that they want
the county to put in the road and improvements, as they were
originally promised,
and then they would deed them back to county.
Community Involvement---Paula
reported the following donations
were made from special funding and Kearns Community Night.
$100.00
donated to Kearns Lions Club, non-perishable food from community
night, she took over to the food bank in Kearns.
They were very
appreciative of it. Still waiting for check from TJ, treasurer, for
$100.00 to take to the Children’s Center.
Kathy reported that the
community Christmas party would be combined with the Utah Olympic
Oval community night on 12-8-06.
It will be around 6:30 PM. Additional details to follow as are set.
Education---Nicholina
Womack reported that the after school programs began on 9-5-06 and
are doing very well.
Kearns Jr High has given them a room to use. They want to make it the
kid’s space, but it does need
improvements.
They want to paint the room and are looking for paint
donations. Would like to paint it olive green and white.
Would need
about 5 gallons of each color. Wal-Mart has already donated a play
station and dance mat to them.
They want the kids to paint a mural
on the wall.
New Business---Debby
read letter she received from prevention specialist at Thomas
Jefferson Jr High asking help for Red Ribbon Week.
This is to
promote kids staying off drugs.
The letter requested possible
donation from the community because they have no funding for this as
in past years.
If anyone would like to donate call Debby or the
administration of the school. Debby also reported a huge increase in
graffiti in the Baccus area.
Please call the county for help getting
this removed. She also stated that election judges are still needed.
Citizen Input---Pam
Todd, Salem Ave, Kearns asked if anyone could be on the summit
committee for HB40?
Stacee said they could and to contact her. Pam
asked Chuck about the RDA laws and if he has a copy of the new laws.
Chuck stated he did and would give Pam a copy. Stated Pam just has
to contact him.
Announcements---Kevin
stated there would be no council meeting on 11-7-06 do to elections
taking place.
Other announcements read as on agenda and on back
table.
