Meeting Began
Call To Order---Meeting called to order by Kevin Lundy, Chair.
Pledge Of Allegiance---Hernan Brown, Boy Scout Troop 988
Roll Call Of Members---Eight council members in attendance, one excused, as listed above.
Minutes---Executive
minutes for 10-17-06 were approved as corrected and public minutes
for 10-17-06
were approved as written in the executive meeting.
Sheriff’s
Report---Deputy Arlan Bennett reported that the program
Clean
Streets is working well.
He stated that the issue of business
Backstreet Boutique, moving to a different location, per code
enforcement office, is in compliance in all areas.
County Report---Stacee
Adams, SL County Mayor Office, reported that of those community
council’s that held elections this year
some went well and others
no so well. They will be looking at helping improve this process.
The Salt Lake County budget for all community councils has been done
and should wrap up in the next week or so.
Salt Lake County is
looking at setting up a committee for ZAP to help with communication,
additional input from communities, etc…
It will comprise of the
citizenry and officials. Charles explained what took place at the
last RDA meeting.
Stacee stated she attended and meeting was very
productive.
ACCT---Kathy
reported that they discussed the West Bench Project and
re-beautifying areas. HB40 survey is going forward.
Stacee stated
that the first flyers regarding this issue should be mailed to
resident’s approx. the first part of February 2007.
Kevin stated
this was explained in the last Kearns Community Council Newsletter
that just went out in the journal.
Chuck stated that the journal had
printed 500 extra newspapers and that he and Kathy distributed them
in the community.
Committee
Reports---
HB40---Kevin explained, per
request from resident,
again what HB40 was in detail.
Planning and Zoning---Chuck
stated to move the response from Apothecary West issue to next
meeting on 12-6-06.
Chuck and Kathy both reported on the concern of
the Kearns High School Community Council in regards to the railroad
tracks running behind
Kearns High School. They feel this is a big
safety concern for the high school and South Kearns Elementary.
This
group would like to create a safe crossing over the tracks by
possibly building a walk over.
In preliminary discussions, but
wanted Kearns Community Council to be aware.
UTA---Chuck
reported that he had received a call from Dave Huber at UTA that the
expected resumption of a route between
47th South and 54th
South on 5600 West would not be taking place this fall after all
because UTA is short on drivers.
Dave Huber said that they would
plan to revisit this with expected resumption of route in Spring of
2007.
Route 34 change from Misty Way to 40th West is
still planned.
UDOT – Chuck reported
that citizens are
happy with new sidewalk and vinyl fence with the exception of the
height of the fence
on the West end of the project.
At the request
of several citizens Chuck escalated request to Randy Park to stop
construction on west end and
replace vinyl posts with taller posts to
meet expectations that end result will be somewhat consistent sight
line
and a fence that is approximately 6 foot in height minimum from
the level of the sidewalk itself. UDOT has agreed to make that
change.

Business---
Review List Of Previous Tabled Items---Chuck passed
out list and asked council members to review.
If time allows could
discuss at 12-5-06 meeting.
Community Christmas Social---Kathy
gave a report of what will take place at this event and that it is
combined with the Utah Olympic Oval.
Activities include making and
decorating Christmas trees which will be donated to needy families in
Kearns,
Kearns High School Madrigals will be performing (7:00 PM), a
dance troop will be performing, Santa will make an appearance,
the
Lions Club will hold a raffle, and many more activities.
The event
will begin at 6:30 PM. Kathy stated the Oval is asking a $350.00
donation from the council for the council part.
***Motion by
Kathy to donate from our special funds we previously received,
$350.00 to Oval for Christmas Social. 2nd by Chuck.
Paula stated that we previously had talked about this and council
agreed something would be donated, but no amount was ever decided on.
Kevin called for vote. 7 votes yes, 1 vote no, 0 abstain. Motion
passed.
New
Business---
Backstreet Boutique---Charles
reported that he
had had several people including the Creative Learning Pre-School
tell him they had
concerns about this business moving so close to
them.
He has received reports from adults stating that their junior
high students have found questionable magazines around the dumpsters.
Saw students doing some dumpster diving. Charles stated that he has
checked with Russ Jacobs over county ordinances (468-2076) and
Russ
Lawson over licensing (468-2174) and they were not aware of the move.
Question was brought up if they move to an entirely different
location does the license move with them?
Chuck stated he would
bring this up to the Kearns Planning & Zoning board as well.
Charles stated that our code enforcement has not reported back to him
on this.
Citizen Input---
Heidi
Peterson, 4090 W 5415 So #130—Owner of Backstreet Boutique. She
stated that the business license is up to date with new address
recorded.
She made an agreement with Creative Learning, prior to
move, that they will not throw their trash out till after they close
at night.
This is in hopes that the youth passing by will not see
anything they should not. They have tinted their windows for the
same reasons.
They are not considered a SOB because less than 10% of
their product is sexual.
They do have a separate room for 18 yrs of
age and older only which they do monitor closely.
They will be
moving back into their previous location as soon as it is re-modeled
from a fire.
Suie, 5806 So Westridge,
complimented the
council on their efforts to get fencing along 5400 South.
He
expressed his concerns about graffiti and the car wash by Campos
Market.
He agrees with keeping business’s in Kearns, but really
wants this area addressed.
Boy Scout, 4065 W Scorpio,
Stated
his also has the same concerns about the railroad tracks. He and his
brother do cross them to and from school.
He said that the principal
of the high school has come out and told students if caught “messing
around” the tracks he will impose a fine.
He is mad that other
students ruin it for all. He is in favor of a crossing of some sort.
Paula suggested he get other input from students on this and bring
back to the council. He said he would like to do so as his project.
