Call To Order---Chuck McDowell, Chairman

 

Pledge Of Allegiance---Ruby Martinez, Kearns resident

 

Roll Call Of Members---Eight members in attendance, one excused, as listed above.

 

Minutes---In executive meeting the executive and public minutes were approved as written and corrected for 5/1/2007 and for the workshop on 5/8/2007.

 

Consent Calendar---Chuck stated all actions done in executive meeting were accepted.

 

Sheriff Report---Deputy Miranda announced that Cpt. Burdett is retiring.  Lt. Anjewierden will be acting captain.  Reported on some big drug busts that had taken place in community.

Kearns Improvement---Pam Gill and General Manger Carl Erickson in conjunction with County Public Works Larry Helquist reported on the backyard sewer project currently underway.  It is 45% complete now with a 100% completion date set for 2013.  There is approx. 3,149 homes involved in this project.  Kearns resident Donna Mead brought up her concerns of the roads being repaired after the project.  Said they are just “spot repairing them” and leaving them “bumpy and in bad condition”.  Carl encouraged all residents to call KID with their concerns.  Larry Helquist reported that the county works closely with KID to get the repairs done quickly and in “good order”.  Can call the operations department at 562-6400.  Pam Gill spoke to water conservation stating the water problem is worse than it was 6 yrs ago.  We are 47% below normal for this time of year.  Need to start conserving now.  KID is looking into some incentives to encourage water conservation.

 

 

 

Committee Reports---Economic Development---Charles reported on the re-development issue.  Stated that the property of Pipe & Tube is now being looked at as a separate issue outside of the re-development of the warehouse area.  Charles met with Dale Carpenter & Rusty Bollow of the county real estate dept. last week and wants to use the Pipe & Tube area as mixed use instead of just industrial.  Looking at re-zoning it, possibly.  ***Motion by Charles that the council draft a letter of resolution asking to look at re-zoning this area for mixed use.  2nd by TJ.  Discussion---The letter will be prepared by Charles and presented to the Kearns Planning and Zoning board with a copy presented to the Salt Lake County Planning & Development as well.  Chuck called for the vote.  4 votes yes, 1 vote no.  Motion passed.  Planning and Zoning---Kevin reported the next Kearns Planning and Zoning board meeting will be 5-18-07.  There has not been a quorum at their last two meetings so they were not able to vote on any issues.  This meeting will address the pending issues along with application from Peg Leg Paint Ball, Chevron Station, and Church.  Community Involvement---Paula reported on what community events are coming up along with report of the success of the Taste of Kearns event.  Gave treasurer invoices from that event that council had previously voted to pay.  Those invoices were paid.  There was one outstanding invoice to Fast Signs that went over the previously voted budget.  ***Motion by Paula for council to go ahead and pay that invoice considering there was a small amount left over from budget that would apply.  2nd by Debby.  Chuck called for the vote.  8 yes, 0 no.  Motion passed.  

 

 

Unfinished Business---Float---This issue was table-allowing Chuck to follow up on discussion in executive meeting.  He will have information to council by Friday.

 

New Business---None

 

Citizen Input---Ray Kirk, 5519 Sara Jane Drive, Kearns, stated he was very concerned about the speeding in his neighborhood.  Wanted to know if something could be implemented to help curb this.  Kevin suggested he list it on the sheriff’s incident report form they have at council meetings and speak with our COP’s as well.
