Roll Call Of Members---Nine members in attendance.
Minutes---Executive minutes for 11/20/2007 were approved as written and corrected.
Sheriff Report---Deputy Bennett introduced Deptuy Frank Hicks, COP officer in the Magna area. Deputy Bennett talked to the council about the possibly of the Oquirrh District getting a drug dog next year. This is real preliminary right now, but wanted the council to be informed because they may come to the council for a possible donation. Deputy Bennett reported that there was an “excellent” drug bust recently in the Kearns area. It was an “all around good bust”. It was a good display of all the sheriff agencies working together for a common cause. They are also working on getting the word out regarding snow removal and cars parked on the side of the road during this time.
Westside Representative---Greg Schulz gave an update on HB40, and some re-development issues going on in the Magna area. These are possibilities of what the Kearns area could look at.
County Report---Stacee Adams reported on the committee that has been formed for HB40 and that there will be a Meet & Greet on 12/14/2007 at 8:00 AM at the county complex in room N2003. She stated that Cory Carlson is no longer with code enforcement and they are looking for someone to fill that position. Reported that the taco stand at Campos Market is in compliance with the health dept., but that Cory did find a loop hole in the county ordinance stating the stand must move a certain number of feet from the original position every 120 days. Stacee reported that the taco stand is now gone.
CERT---Chad Simons, UFA, reported that they will be beginning some CERT classes at the UFA training center in Magna. They will start on 1/8/08 and run approx. 6 weeks. Code Enforcement---Tabled.
Red Cross Update---Andrea Boone, Red Cross Rep. Gave an update on orientation classes that are being taught at the Red Cross. During this last snow storm approx. 3,000 people in Kearns were without power till about 1:30 AM Sunday morning. The Red Cross helped transfer some of those residents to other places for warmth. She stated that there is a family of 11 people that their house was destroyed by fire and the Red Cross is looking for a place for them to rent. If anyone knows of a place please let her know.
Flag Presentation---(Taken out of agenda order by chairman Chuck McDowell) Chuck presented to Helen James and Paula Larsen four flags from the council to be used for the cannon corner, now called Arlo D. James/Kearns Veterans Memorial Park. He thanked Helen for her and her last husband Arlo for all their hard work in the Kearns community and for being key people in the original development of the park. He also thanked Paula Larsen and her late husband Robert for taking care of the flag and pole in this park over the past years. Plaque presentations were made to each.
Treasurer & Housekeeping Items---The following were presented for reimbursement: Chuck McDowell---$403.89---Colonial Flag for flags (272), Chuck McDowell---$491.77---Auto Dialer for holiday festival (273), Chuck McDowell---$160.22---For ink and photo supplies for holiday festival (274), Jill Young---$150.00---November webmaster, LA Dance---$50.00---entertainment for holiday festival (269), KHS Madrigals---$100.00 Donation---entertainment for holiday festival (268), Santa---$600.00---holiday festival (267), Kathy Larrabee---$170.45---holiday festival prizes of MP3 and portable DVD player. Helen James thanked the council for their donation of $485.00 to the Kearns Rec Center for their food baskets.
Holiday Festival---Kathy reported that the festival was a success and had approx. 1,000 people attend. She stated all that took place and that there were 5 decorated Christmas trees that were donated in the community. She stated she would have a detailed report of the expenses for the council at the next meeting.
Committee Reports---Community Involvement---Tabled. Planning & Zoning---Kevin stated that nothing to report at this time. Public Works---Chuck reported that he received a letter from the county about the Safe Sidewalks program. This is for the areas that currently have no sidewalks, not to repair existing sidewalks. Passed onto Ruby to follow up on. Ruby stated that the Public Works committee is looking for input from the public on sidewalks, lighting, etc… they could forward to the county. Library & Education---Kathy reported that her and Chuck met with Jim Cooper, Director of Libraries and Kent Johnson, Director of Kearns Library along with others about the possibility of building a new library or re-modeling the current one. They made an informal proposal to them. Jim and Kent both stated that re-modeling or building on to the current library was not feasible. Perhaps should look for approx. 2 ½ acres for a new one. There is no funding for either for about the next 3 yrs so perhaps something in the future (approx 4 yrs) could happen. Chuck stated this should be put in the Kearns Master Plan as well for a new library. Parks & Recreation---Marlon reported that he has received a request for funds for the Pony League Ball Diamond. He would like the council to review and vote on at our 12/18/07 meeting. Les Dejong, (502-1392) activist for ball diamond, was available to give an update and answer any questions. He thanked the council for at least reviewing his request. He stated he is hitting “dead ends” everywhere else. Mountain Man Park---Chuck stated he noticed that the county is starting to put up some pavilions, but did not see any tables in place yet. That is part of what the county is supposed to put in as well. Chuck asked Marlon to follow up on with Walt Gilmore of the county. Other Committee Reports---None.
Unfinished Business---Homeland Defense---Tabled. Tree Project---Kevin gave an update on this issue. Stated that the scout project that was just done on Cougar Lane was a direct project with the county. He stated that through that project he was able to secure a nursery that will work with the council on trees. He is also looking into another nursery in Layton that is supposed to be very good also. Chuck asked if these nurseries would let the council pre-pay for trees now and pick them up in the spring. Kevin will follow up on.
New Business---Year End Funding Requests---Chuck reported that Nicolina Womack had submitted to him a request for funding form for the After School Program. Asked council members to review and vote on at our 12/18/07 meeting. FOC Report---Skipped. Election of 2008 Officers---Chuck McDowell, Chairman opened up nominations from council members for the 2008 officers. Nominations were made as follows: Chairman---Chuck McDowell---accepted, Charles Henderson---declined. Vice Chairman---Charles Henderson---accepted. Secretary---Paula Larsen---accepted. Treasurer---Kevin Lundy---accepted, Debby Conner---accepted. Agenda Clerk---Kathy Larrabee---accepted. Chuck called for any other nominations. None were given so Chuck closed nominations. Chuck asked secretary to prepare ballot to vote on at 12/18/07 meeting. Chuck suggested that we have one council member who is not on ballot and one or two people from the public count the votes. Paula suggested that Marlon be the Election Clerk. Marlon accepted.
