Workshop Began 10:20 AM

Call To Order---Chuck McDowell, Chairman

By Law Changes---Chuck gave council member’s copy of changes he made from previous meeting. Council members reviewed each section. ***Motion by TJ to accept correction of grammar, formatting, typing, etc… on the following sections; 3.3B, 3.9B, 3.4D, and 5.5 B-C and adding in a A. 2^nd by Sam. Chuck called for vote. 8 yes, 0 no, motion passed. ***Motion by TJ on section 3.6 to accept as on final copy from attorney dated 12-7-05. 2^nd by Kathy. Al explained that since the copy from attorney stands as is for this section then no vote is necessary. TJ retracted his motion. ***Motion by Kathy to take out section 6.5a. 2^nd by TJ. Al stated too much power being given to chair and not the council as a whole. Chuck called for vote. 8 yes, 0 no, motion passed. ***Motion by Paula to take out the underlined part of section 7.3. 2^nd by Kathy. Chuck called for vote. 8 yes, 0 no, motion passed. Chuck will make final corrections to bylaws and forward to council members.

Committee Assignments---Advisory committees were re-aligned. Committees deleted or absorbed into new committees were; Schools, Publicity, Finance, and Library. New committees are; Library & Education (includes schools), Economic Development, Public Safety, and Public Works. Committee chairs were reviewed and assigned. There were two council members that expressed interest in Public Safety, Sam & Debby. Chuck stated he and Sam have been talking about this and wondered if Debby would take on Public Works. Debby declined do to time restraints. Said she wanted to keep Public Safety. TJ wanted to keep Parks & Rec. Chuck stated since two members wanted same committee then would put to vote by secret ballot. Secretary passed out ballots, and all ballots were put in the hat. Kevin counted ballots and vote was as stands. Debby 3 votes, Sam 4 votes, one abstain. Sam will take on Public Safety committee. Other committees are as follows;

Planning & Zoning---Kevin Lundy

Library & Education---Kathy Larrabee

Health & Welfare---Al Peterson

Economic Development---Charles Henderson

Public Safety---Samantha Anderson

Public Works---Chuck will take on till find someone

Parks & Rec---TJ Dubach

Community Involvement---Paula Larsen

Special Funding---Chuck stated that the council will receive approx. $32,000.00 from the county for special funding. Must be spent by year-end. He will get clarification on exactly what this funding can be spent on. This is on and above the funding from the county for administrative, general fund.
