Executive Meeting // Tuesday August 18, 2009
6:30 Executive Meeting Began
Call To Order---Kevin Lundy, Chairman
Roll Call Of Members---Eight members in attendance, one excused, as listed.
Minutes---Executive minutes for 7/21/2009 were approved as read and corrected. Public minutes for 7/7/09 and 8/4/09 were tabled.
Secretary Pro Tem---Councilman Peterson called for a volunteer for Secretary Pro Tem. Councilman Larsen volunteered. Council agreed.
Council Procedures---Chairman Lundy reminded council members to be respectful of each other, community, and guests at council meetings. Stated that when council bylaws do not address a circumstance that we default to Robert Rules of Order. Asked council members not to have sidebars, refrain from texting, refrain from phone calls, and not to
leave seat during council meetings. He also asked that a council member should not chastise another council member during the meetings. If there is a problem it should be handled with him as chair and the member (s) involved outside of a public meeting.
Public Reports---Salt Lake County Mayor’s Office---Not in attendance. Megan Hillyard sent word she would be out of town. Westside Representative---Greg Schulz sent word he would not be in attendance, but did sent report. Report was read by Councilman Larrabee. Treasury Report---Tabled. FOC Report---Councilman Henderson stated they did not have the last scheduled meeting. Asked Councilman Helsten, treasurer, to let him know sooner when he would not be able to make meetings.
Suspend Rules of Order---Councilman Peterson asked to suspend the agenda as listed and ask for citizen input to take place. He noted that there were several citizens in attendance that had an issue to speak to. ***Motion by Councilman Peterson to suspend the rules of the agenda as listed to allow for citizen input. 2nd by Councilman Larsen. Vote called for. 7 yes, 0 no. Motion passed.
Citizen Input---Kenneth Foster, 4576 W. 5295 So., Kearns stated that the parking of St. Francis church is terrible. People can’t get out of their driveways, people are parking on the sidewalks, and they are being very rude. He was not against the church expanding the school building, but the parking issue needs to be addressed. He stated that the church is inconsiderate of the neighborhood to allow this parking problem to continue and if the Kearns Community Council approved the requested addition, without addressing the parking problem, then the council is in-considerate as well. Ila Heiner echoed same concerns and the residents have had to call the sheriff on the parties that goes on there. Jason Francis stated that they have had some park on the resident’s lawns as well. He has asked people to please move their cars, but all they do is tell him off and show finger profanities. Other citizens echoed the same and stated that they have noticed the biggest problem to be on Sunday’s when they have two Spanish mass’s going on. Citizens would like to see the Catholic Church move some of the Spanish mass’s to another church. They feel that would help some. They also stated they have spoke to the Father of St. Francis about these issues and was told by him he hands were tied. They need to go to the Diocese now. Deputy Sean Williams explained that the sheriff office has assigned a car to patrol by St. Francis to help with any problems. He also stated most of the parked cars are parked legally, although they have had some moved. Councilman Peterson stated that the occupancy of the building is 375 people and most feel the church well exceeds that. So there is enough parking for 375, but not for the excess and sometimes it could be up to 500 people, especially when they have events. ***Motion by Councilman Larrabee to have the council reconsider their previous approval of the school addition at St. Francis. 2nd by Councilman Peterson. Vote called for. 2 yes, 4 no, 1 abstain. Motion failed. Chairman Lundy suggested that a couple of council members meet with the residents and see if we can get some dialogue opened to talk with St. Francis about these issues. Council agreed. Councilman Larsen and Henderson said they would volunteer for this. Councilman Henderson stated he knew someone he would be willing to call who also may be of help.
Committee Reports---Parks & Rec---Councilman Taylor stated that he is going to all the parks in the Kearns community to see what they could use, ie: trees, sprucing up, etc… He is also getting quotes for a tarp to over the art work at Loder Park so that there would be some shade and perhaps in the future a picnic table. He also reported that the Parkwood Neighborhood Watch group did a big clean up at Loder park that included painting the tot lot. ACCT---Councilman Henderson gave council a copy of the insurance policy that ACCT has in force for all the councils. He also reported that the dumpster vouchers will be passed out 2 times during a year. These vouchers are for individuals to receive county dumpsters free of charge for home, yard, etc…. clean up. This does not replace or become the county dumpster program that the county brings to the community once a year. The new Unified Police Dept. has said that there will be no additional costs incurred at this time to form this new dept. The County District Attorney office would like to start attending all the community councils meetings when they can. FOC---Councilman Henderson asked council treasurer to give more notice when he would not be able to attend FOC meetings. He stated that there was nothing to review for the first quarter that is why there is no report. Councilman Larsen asked for a report stating that for the minutes. Education & Library---Councilman Larrabee reported that the KCC Youth Council is ready to kick off when school begins. Flyers and applications are going out. She also reported that she has the Kearns Library Auditorium reserved for the council meetings through the rest of the year and part of 2010.
Unfinished Business---KCC Newsletter---Tawna Pippin, volunteer that works as liaison between KCC and Valley Journal had to leave. Chairman Lundy will follow up with her on council concerns. Website---Webmaster Jill Young in attendance. Council members went over changes they would like to see with website. Jill will also send out the instructions to council members to change their own website pages. ChamberWest Magazine---Tabled. Magnet & Pins---Councilman Larrabee stated to drop the magnet issue at this time. She was not happy with the quotes she received back. Councilman Larsen stated perhaps at this time the pin issue needs to be dropped as well. Members wanted to move the pin issue Septembers executive meeting and the magnet issue was tabled till after January 2010.
New Business---Funds Request Form---Alex Wiles gave presentation for funds for the Kearns Community Mobilization Partnership Organization. Juanita Ramos has offered to give a leadership workshop for the youth. Amount asked for to fund this is approx. $3000.00. At this time the KCMP does not have any other funding nor approached anyone else for funding. Councilman Larsen stated that the council has a cap of $1000.00 and we do want to have matching funds. She encouraged Mr. Wiles to seek out additional matching funds. Councilman Henderson stated he works for Juanita’s organization, but would be donating his time to this workshop. He also declared a conflict of interest in regards to this issue. He stated he would not participate in council discussions and will not be voting on this issue with the council.
