Executive Meeting // Tuesday December 15, 2009

Call To Order---Kevin Lundy, Chairman
Pro Temp Secretary---Councilman Markus volunteered to be pro tem secretary.
Roll Call Of Council Members---Six members in attendance, as listed.
Minutes---Minutes for 12/1/2009 were tabled to January 2010.

Public Reports---Mayors Office---None. Sheriff Office---Officer Mike Lee reported they are doing a Sub For Santa in giving back to the Kearns community. It will be December 21st in the Kearns Library Auditorium from 4:00 PM—7:00 PM. He stated they will be taking pictures with Santa. Councilwoman Larsen offered the council to do the pictures, no objections from council. Officer Lee introduced the GREAT program they will be starting up in the title one elementary schools beginning next school year.
Side Note—Two council members arrived, therefore member attendance is now eight members in attendance.
Westside Representative---Greg Schulz explained the changes and fee increase to the communities that will be taking place as the Unified Police Dept comes to be on January 1, 2010. There will be a public meeting regarding this on January 6, 2010 at 6:00 PM at the Salt Lake County Sheriff building located at 3300 South & 9th West. Treasury Report---Councilman Helsten stated year end balances are not ready yet. Councilman Markus stated on current spreadsheet that there is an entry under Public Safety of $50.00 that he was not aware of at the time the expense was made. He agreed the expense is under the right category, but said that if something comes out of a member’s expense category then that member should be the one to make the report on it. FOC Report---Councilman Henderson not available.
Committee Reports---Community Involvement---Councilwoman Larsen reported that the upcoming World Cup Speedskating event went very well and was attended by thousands. The council received a lot of thank yous for helping to make the event free admission for everyone. Dec. 2, 2009 Chairman Lundy gave permission for email vote to print additional flyers for council to advertise this event. All members were notified through email to print and purchase additional flyers not to exceed $500.00. Vote will be ratified at next meeting with additional information.
Youth Council---Councilwoman Larrabee introduced officers of the Kearns Youth Council. Officers are Flor Perez, Chair—Kennedy Jr. High, Chejan Woolsey, Co-Vice Chair—Kennedy Jr. High, Nicole Leonard, Secretary—Kennedy Jr. High, Nancy Gomez, Agenda Clerk—Kennedy Jr. High, and Marisa Martinez, Co-Agenda Clark—Kennedy Jr. High. Councilwoman Larrabee stated they are setting up the youth council to mirror the Kearns Community Council. She also introduced Andrea Boone as one of the advisors. Next meeting for the youth council will be December 19th, Kearns Library auditorium at 10:30 am. Their normal meetings will be Fridays approx. 2:30 PM, after school, in the Kearns High School cafeteria. ChamberWest---Pres. Alan Anderson addressed the council and brought copies of their magazine called The Kearns View. Stated there were a few glitches with it this time, regarding mailing, but will have corrected for next issue in 2010.
Unfinished Business---Special Funds Request---None. Float---Chairman Lundy reported that he and Councilman Brennan were able to get into Pipe & Tube and move float base from enclosed location to a semi enclosed location on the property. This would allow an easier access to base. Will get in touch with Gines Automotive when the weather is better for them to come and access base for any possible repairs.
New Business---Planning & Zoning---Jim Jessop, Gough Homes, presented plans for remodel on two Holiday Gas Stations in Kearns. File# 25023 for 5408 S. 5600 W. and file # 23017 for the one located on 5415 S. They will be adding walk in coolers at both locations. Council reviewed and will vote on at meeting in January 2010. Reimbursements---Chairman Lundy presented receipts for reimbursement of $38.72 for shipping fees to send sound system speaker back for warranty repair and receipt for $34.99 for printing supplies. ***Motion by Councilwoman Larsen to approve reimbursements to Chairman Lundy. 2nd by Councilman Brennan. 6 yes, 0 no. Motion passed. Several members brought up their concerns that the sound system had to be sent out so many times for repair. The system has not been used that much, but seems to be in need of repair every time it is used. Councilman Taylor presented invoice payable to Diamond Rental for $23.23 for diesel fuel replacement when auger was used for tree planting at Loder Park. Approved previously under Parks & Rec budget. Chairman Lundy presented invoice payable to Diamond Rental for the Adopt A Spot for $ 75.01 to winterize the sprinkling system; he will donate cost of diesel fuel. Question by council what committee budget this would come out of. Councilman Brennan stated it should come out of his as Public Works, therefore previously approved. Councilwoman Larsen presented receipt for reimbursement of $100.95 for candy and treats for council welcome table at World Cup. Previously approved under Community Involvement/Hometown Night. Councilman Peterson presented invoice payable to National Assoc. of Parliamentarians for $80.00 for his dues as parliamentarian. Previously approved under Administration funds. Councilman Markus stated that he will be purchasing one hand held radio this year and one next year for the EVC to use in case of emergencies. No objections from council. Councilwoman Larrabee reported there has been a production glitch with the magnets and they now will be done after the first of the year. She will email the invoice to council members.
Year In Review---Councilman Brennan, Public Works, prepared and passed onto chairman his year end report. Councilman Peterson had Andrea Boone for Health and Welfare, prepare year end report and he passed onto chairman. Chairman Lundy gave presentation of what accomplishments the council had done over the past year. Thanked council members for their support and time they give to the Kearns community. Thanked the community for their support as well. Chairman Lundy reported who the council officers for 2010 will be. Wished all a Merry Christmas.
